Level 3 offender moving back to Virginia

Virgina Police say a Level 3 Predatory Offender is moving back to the City.
46-year-old Joseph Alan Schaffer Sr. now lives on the 500 block of 12th Street S., effective June 21, 2023.
Police say Schaffer has a history of physically assaulting and holding known women against their will, using force, threats, and weapons to gain compliance.
Authorities say Schaffer is not wanted by police at this time, and has served the sentenced imposed by the court.
