DULUTH, Minn. - In front of Attorney General Lori Swanson's grandparents' former home, she and gubernatorial running mate Rep. Rick Nolan say they have a plan for how to lower prescription drug costs.

Should they be elected as governor and lieutenant governor, they would like to use the state's bulk purchasing power to lower cost for individual Minnesotans. 

Swanson said the state buys drugs regularly for people in state-run institutions or programs.

"Because the state buys a lot of drugs, its clout is high. It has a lot of bargaining clout. And it gets cheaper prices for those prescription drugs," Swanson explained. 

She said that Oregon and Washington have already implemented programs like this and have been able to reduce prescription drug costs by 30-90 percent for people in the program. 

Nolan said that Washington, D.C. is characterized by gridlock, even on issues both parties agree on. He said that the way to get things done is through the states.

"We can show the federal government how to use the power of the bulk purchasing power to bring these pharmaceutical prices down to a level where people can afford them," Nolan said. 

According to Swanson, the program would be run through an existing state department, such as the Department of Health or the Department of Human Services. She said it would be a streamlined program and not require new taxes or infrastructure.

The Swanson-Nolan ticket is one of five DFL options. They are:

  • Lori Swanson-Rick Nolan
  • Erin Murphy-Erin Maye Quade (endorsed)
  • Tim Walz-Peggy Flanagan
  • Tim Holden-James P. Mellin II
  • Ole Savior-Chris Edman

The primary election is August 14.
