Two Arrested in Connection with Soliciting Minors

Over the past two weeks, the Duluth Police Department made two arrests for two different cases that involved solicitation of minors.


Mitchel Jerome Kasper, 23, was arrested Aug. 15 and later charged in St. Louis County for criminal sexual conduct, solicitation of a child, and possession of child pornography. 

Leonard Alton Conklin Jr., 62, was arrested Aug. 29 on a warrant from the state of Florida. He is awaiting extradition, according to the DPD. Conklin is charged in Florida with Lewd Acts Toward a Minor with an electronic device. 

The local case came from the National Center for Missing and Exploited Children's Cybertip reporting system, and the other came from another state agency.

After executing search warrants, authorities seized "numerous electronic pieces of evidence," which are currently being analyzed for evidence and to identify additional victims. 

Several Duluth Police divisions, the St. Louis County Sheriff's Office and the FBI assisted in the investigation. The Internet Crimes Against Children units with Duluth and Superior police departments, St. Louis and Douglas counties, and the Florida State Police were also involved.
