Duluth City Council to Consider Tightening Rules for Massage Therapists

On Monday night, the Duluth City Council will consider tightening the portion of the city code relating to massage therapists.

The ordinance would require 500 hours of certified therapeutic massage training. License applicants would also have to state whether they are citizens and whether they have ever been a suspect in any investigation related to massage therapy.

The ordinance would also restrict the number of hours massage businesses can be open.

The ordinance comes forward after two people were arrested and charged with sex trafficking and racketeering. However, some massage business owners tell councilors there needs to be some exceptions because some of the changes are too strict.

It is a first read so the earliest the council will vote on it is May 13.
