The District Flats apartment complex features 72 units and cost just under $14 million to build. It was funded in part with a $1 million grant from the Minnesota Department of Employment and Economic Development. (DEED)

PLB Properties President Ryan Boman says the goal for the project was to find a balance between price and quality.

"You're going to get 95 percent of the amenities that you get in the luxury products for 70 percent of the cost. Our whole goal here when we envisioned the project was to build that A+ quality, but be at a reasonable price point," said Boman.

There are 35 one bedroom, and 37 two bedroom units throughout the complex. Every unit features either a balcony or a patio.

As of Wednesday, 56 of the units were taken.
