Possible rezoning happening on Woodland Ave for new housing

On Woodland Ave in Duluth, across from the Hartley Nature Center, a zoning notice has been put up. A vacant lot is being considered for a zone change to allow for the development of multi-family buildings.

Titanium Partners LLC is requesting to change the zone from an R-1 zone to a R-P zone. This would allow their plans to continue of making two buildings with 30 condo units in the empty lot. The project is still in its early stages of planning.

Titanium Partners have been working closely with the city to develop the area. They say they are planning a way that will prioritize preserving nature while providing a possible solution to the housing shortage crisis.

The construction for the first condo is planned to begin in September 2025. There have been some differing opinions from the community, as the team working on the project acknowledges them and wishes to protect the woods as much as they can.

The zoning application will go before the Planning Commission at a meeting on March 27th at 5:00 p.m.
