In today's tech bytes: layoffs at Lime.

The world's biggest scooter sharing company is cutting about 15% of its full time employees as it fights to become profitable. It's also pulling out of 12 markets worldwide, including Atlanta, Phoenix, San Diego, and San Antonio.

There is a new call to ban cell phones.

A bill in Vermont would ban cell phones to those under 21 years old. It's main sponsor says young people aren't mature enough to use them, citing the role cell phones often in car crashes and in-school bullying. He admits the bill has no chance of passing.

A Japanese billionaire's social experiment on Twitter involves a significant amount of money.

He's giving away $9 million to 1,000 of his Twitter followers, to see if the money makes them happier. Recipients will complete surveys on a regular basis to determine their mood.
