Cloquet Interim Chief Jeff Palmer Made Permanent Police Chief

Former police Sgt. Jeff Palmer has been made the permanent Cloquet police chief, according to the Duluth News Tribune.

The Tribune reports Palmer was voted into the position Monday night during a surprise move by Cloquet Mayor Dave Hallback. Mayor Hallback moved to vote on making Palmer the police chief shortly after the beginning of Monday night's city council meeting. The vote wasn't originally planned. 

According to the Tribune, there was heated argument during the vote. After the lengthy discussion however, the council voted 4 to 3 to appoint Palmer as the permanent police chief.

Palmer was serving as interim police chief after the sudden ousting of former police chief, Steve Stracek.

In March, Mayor Hallback called an emergency council meeting that ended with Chief Stracek being put on paid administrative leave. It was later revealed that the emergency meeting was related to a vote of no confidence in Stracek by the police union. 

After a month of being put on leave, Stracek was reinstated back in July, only for him to resign a day later. The resignation was in agreement that the council would admit he had done nothing wrong. 

Former Cloquet Police Chief Wade Lamirande told the council he was disappointed with the apointment of Palmer as police chief, according to the Duluth News Tribune. 

Lamirande referenced how the council is allowing Palmer to skip the usual hiring process. Palmer will neither be interviewed by the council, nor complete any formal tests.
