Senators Back Higher Bar for Minn. Voter Amendments

ST. PAUL, Minn. (AP) - Proposed amendments to Minnesota's Constitution would be less frequent under a proposal backed by a state Senate committee.

Senate Majority Leader Tom Bakk told the Senate State Government Committee Monday that it should be harder to change the state constitution. In recent years, the Legislature forwarded a number of amendments to the ballot.

Voters defeated the failed gay marriage ban and photo ID requirement for voting in 2012. In 2008, they approved a small sales tax increase to fund programs in natural resources and the arts.

Bakk has proposed a constitutional amendment to limit constitutional amendments. It would ask voters whether three-fifths majorities of the House and Senate should be required to forward future amendments to the ballot.

Bakk says he has lined up Republican support for his amendment.
