Duluth Officer Investigated: Surveillance Video

The Duluth Police Department released this surveillance footage, which was recorded on Friday, Sept. 21 at the Center for Alcohol and Drug Treatment in Duluth. Officer Richard Jouppi is expected to be charged with fifth-degree assault following this incident.
