Level Three Predatory Offender Relocating in Duluth

Police want to notify the public about the relocation of a level three predatory offender in Duluth.
According to the Duluth Police Department, 40-year-old Dennis James Armstrong is homeless and living in the area of 1st Avenue West and 2nd Street.
Armstrong has a history of sexual contact, including penetration with male and female victims ages five to seven, police said.
Police say Armstrong is 5'8" and weighs 183 pounds.
