Duluth Officer has History of Complaints

Duluth Police released a video on Friday that shows Officer Richard Jouppi allegedly assaulting 50-year-old Anthony Jackson as he was being admitted to the Center for Alcohol and Drug Treatment in Duluth.
The altercation reopened a previous laceration on Jackson’s forehead.
During a news conference on Thursday evening, Duluth Police Deputy Chief Mike Tusken said that Jouppi had been placed on administrative leave, pending an investigation. The Duluth Police Department also recommended that Jouppi be charged with 5th Degree Assault.
Complaints are not isolated with Jouppi; the officer has five complaints on his personnel record, with one complaint sustained.
In the sustained complaint, Jouppi admitted to informing a friend that he was the suspect of an open, criminal sexual misconduct investigation and that he, “further counseled the suspect on what evidence is collected by police” in those cases.
After that complaint Jouppi entered into a “final and last chance agreement” with the city of Duluth that states Jouppi may be dismissed if he violates any Duluth Police policy.
Jackson did also strike Officer Jouppi in the incident and was charged with assaulting a peace officer on Monday.
